H.E. Dr Shokri Ghanem, Chairman, NOC Libya
Dr
Shokri Ghanem is the Chairman of NOC Libya with full responsibility for
policies and operations with the petroleum sector, he has held this
position since 2006.
In 2001, Dr Shokri Ghanem returned to Libya to serve as minister of
economy and trade. In 2003 he served as Prime Minister. He is credited
with liberalising the Libyan economy and accelerating the opening of
the country to international petroleum investment.
Dr Ghanem has also held the following positions to date: Minister of
Petroleum in Libya to include Member of the Board of Directors,
Director of Marketing, (NOC), Director of Economic Affairs, Under
Secretary and Chief Advisor and Secretary, General Peoples Committee
for Economy and Trade, (Minister of Economy and Trade), In charge of
the OPEC Secretariat and Director, Research Division, OPEC Secretariat,
Vienna Austria as well as Deputy Editor in Chief, News agency.
Further, Dr Ghanem has held several senior academic postings including:

Dr Ghanem has published many articles in Arabic and English for
specialised energy publications and authored a number of books also in
Arabic and English. Of note: The Pricing of Libyan Crude Oil, The
Petroleum Industry in the Arab World and the Rise and
Fall of an Exclusive Club.
In 2006, Dr Ghanem was chosen by Oil and Money and the International Herald Tribunal as the Petroleum Executive of the Year.
Dr Ghanem holds a BA degree in Economics from the University of Libya,
Master of Arts in Economics, Master of Arts in Law and a PhD in
International Economics, all from the Fletcher School of Law and
Diplomacy, Boston.
Dr Alirio Parra, Senior Associate, CWC Group Limited
Alirio Parra was Venezuela’s Minister of Energy and Mines from 1992 to 1994 and head of its OPEC delegation. He is a past President of the OPEC Conference and of the Latin American Energy Organisation (OLADE). As Minister of Energy and Mines he was Chairman of the Stockholders Assembly of PDVSA. As a member of the Presidential Commission on Oil Nationalisation in 1975, Dr Parra participated in the smooth transition of the Venezuelan oil industry to the then newly created Petroleos de Venezuela SA, of which he became a founding Board Member. During Dr Parra’s 15 year tenure on the Board of PDVSA he helped shape the national oil company into a highly efficient entity that significantly increased the reserves position of the country, initiated the development of Orinoco heavy crudes, modernised the downstream including the revamping of the refinery sector in Venezuela and integrated abroad both into US and European markets. Dr Parra is a previous President of the International Association of Energy Economists (1988), and a past Chairman of the British Institute of Energy Economics (1997) and the Oxford Energy Policy Club (1984-95). He has also been a Member of the International Advisory Board of Total SA. He is currently a Director and Senior Associate of The CWC Group and chairman of the Advisory Board of the Energy Intelligence Group (EIG), Washington DC. He is Vice-President of the Anglo-Venezuelan Society, London. In October 2006, he was elected an Honorary Fellow of the British Institute of Energy Economics.
Paolo Scaroni, CEO, Eni
Paolo Scaroni has been Chief Executive Officer of Eni since June 2005.
He is currently Director of Assicurazioni Generali SpA., LSEG plc (London Stock Exchange Group), Veolia Environnement (Paris), he is also a member of the Board of Overseers of Columbia Business School, New York, and of the Board of Fondazione Teatro alla Scala.
After graduating in Economics at the Università Luigi Bocconi, Milan in 1969, he worked for three years at Chevron, before obtaining an MBA from Columbia University, New York, and continuing his career at McKinsey. In 1973 he joined the Saint Gobain Group,
where he held a series of managerial positions in Italy and abroad, until his appointment as head of the Glass Division in Paris in 1984. From 1985 to 1996 he was Deputy Chairman and Chief Executive Officer of Techint and oversaw the privatizations of the
subsidiaries SIV, Italimpianti and Dalmine. In 1996 he moved to the UK and was Chief Executive Officer of Pilkington until May 2002.
From May 2002 to May 2005 he was Chief Executive Officer and Chief Operating Officer of Enel.
From 2005 to July 2006 he was Chairman of Alliance Unichem (UK).
In November 2007 he was decorated as an Officer of the Légion d’honneur.
Ahmed Aoun, Deputy General Manager, Shell
Ahmed Aoun is the Deputy General Manager at Shell Exploration & Production Libya.
In earlier years he graduated with a degree in Chemical Engineering from the University of California in 1977. Shortly afterwards he Joined NOC Libya as a Process Engineer working on the design of the ethylene plant, moving on become Project Engineer at Azzawia Oil Refining Company on the Ras Lanuf complex.
In 1982 Mr Aoun joined Ras Lanuf Company as a Construction Manager for Ras Lanuf complex. Here he held various positions such as Projects Manager, Commissioning Manager and General Manager of maintenance and technical affairs.
A few years later he moved back to NOC to set up the oil processing department, where he was appointed as GM of planning and oil processing, before being appointed as a chairman of the management committee of Sirte Oil and Gas Company, one of the largest oil and gas companies of Libya, which he served with for 11 years.
In more recently years Ahmed Aoun was appointed as a board member of NOC in charge of strategic planning and manpower development.
Claudi Santiago, Senior Vice President of GE, President & CEO of GE Oil & Gas, GE
Claudi Santiago is a Senior Vice President of GE and the President and CEO of GE Oil & Gas. Appointed to his current role in 1999, he has led the business through a period of significant growth and has overseen the transformation of a traditional manufacturing company into a world-class business partner to many of the world’s leading oil and gas industry players.
Mr Santiago joined GE in 1980 as a Project Manager with GE Information Services. Over the following years he held positions of increasing responsibility across Europe until 1991 when he moved to Rockville, Maryland, USA as Worldwide Marketing Leader for GE Information Services.
After a move to lead GE Information Services in Europe based in Paris (France) in 1997, Mr Santiago joined the newly acquired Nuovo Pignone business to establish an Aftermarket Services unit. Today this part of the company contributes a significant proportion of GE Oil & Gas’ revenue from the comprehensive range of equipment services including field based technical assistance, product upgrades and customized service agreements.
In 2006, Mr Santiago received the GE Chairman Leadership Award for being an exceptional builder and key driving force of the growth and transformation of the Oil & Gas business.
Mr Santiago holds a master degree in Computer Science from the Universidad Autonoma of Barcelona and has completed postgraduate studies at INSEAD in Fontainebleau (France) and Georgetown University in Washington, DC (USA).
Dr Herman Franssen, President, International Energy Associates

Dr Herman Franssen is President of International Energy Associate. He is a Senior Fellow with the energy program at CSIS, a Distinguished Advisor with the FACTS group in London and Singapore, GDP Associates in New York, as well as with MEC and the Yamani Centre (CGES) in London. He is also an Adjunct Scholar with the Middle East Institute in Washington, DC. Dr Franssen is a member of the Editorial Board of the Journal of Energy and Development, European Energy review and the Geopolitics of Oil and serves on the International Advisory Board of the Energy Intelligence Group and Energy Policy Research Foundation in Washington, DC.
Prior to establishing IEA inc in 1996, Dr Franssen was the Senior Economic Advisor of H.E, the Minister of Petroleum and Minerals of Oman (1985-1996), advising the Minister on a wide range of domestic and international energy issues. He helped originate the formation of the group of Independent Petroleum Exporting Countries (IPEC) in 1986 and acted as the liaison of the Ministry of Petroleum with the OPEC Secretariat as well as with governments and international institutions of major oil consuming countries.
Before joining the IEA, Dr Franssen was Director of the Office of International Market Analysis of the Department of Energy and, in the mid 1970’s worked closely with the energy committees of the US Congress on domestic and international energy policy issues.
He received a BA from Macalester College in St Paul, Minnesota and an MA, MALD and PhD from the Fletcher School of Law and Diplomacy in Medford, Massachusetts.
Dr Omar A Abdelkarim, Member of the Management Committee for Exploration & Production, NOC Libya
Dr Omar Abdelkarim is a member of the management committee of the Libyan National Oil Corporation.
Prior to joining NOC Libya, Dr Abdelkarim was the chairman of ENI Oil LTD Libyan branch, one of the key oil companies with a total oil production rate from three fields of nearly 300,000 barrels per day.
After earning his first degree in 1975, Dr Abdelkarim joined AGOCO, a major oil company based in Benghazi, Libya, as a petroleum engineer working in the Sarir field, the largest oil field in Libya. After a period of studies abroad, Dr Abdelkarim became reservoir
engineering and EOR coordinator at AGOCO and later became manager of the reservoir engineering department.
Dr Abdelkarim holds a BSc and MSc from the University of Southern California, USA and a PhD from Waseda University, Tokyo, Japan.
Abulgasem Shebani Shengher, General Manager Exploration & Production, NOC Libya
Mr Shengher holds a BSc degree in Petroleum Engineering from the University of El-Fateh, Tripoli, 1981, and a MPhil degree in Reservoir Engineering from the University of Strathclyde, Scotland, 1992.
He joined Waha Oil Company, a large joint venture company in April 1981, when he was appointed as a Field Foreman in the operations department. In 1985 he joined the planning department, initially as a Production Engineer and then as a Reservoir Engineer.
In 2007 Mr Shengher transferred to NOC Libya and was appointed as Manager of the Reserve Development department. In 2009 he was promoted to the position of General Manager for Exploration and Production, supervising related activities in exploration,
production, drilling and reservoir engineering, as well as overseeing the actions of the projects and maintenance department.
Mr Shengher is Chairman of the Board and Management Committee of Harouge Oil BV, owned by NOC and Petro-Canada.
Massimo Antonietti, Regional Director, Dietsmann SpA
Born in 1962, Mr Antonietti graduated in Mining Engineering, and after several years in the mining industry with responsibility for major feasibility investment studies, in 1996 he joined the Dietsmann Group. Since then he has worked as a project manager in several countries. He was responsible for the first Dietsmann O&M contracts with the client Eni, and he has been in charge of technical support to operations.
He is currently Director of Dietsmann’s activities in North Africa, Central Asia and the Middle East.
Abdulmagid Mayet, Senior Partner, Mayet & Associates

Abdulmagid Mayet has been in the legal profession for more than 50
years. He has served as a judge before Tripoli and Libyan courts and as
a lawyer before the Supreme Court. Mr Mayet works on behalf of various
Libyan organisations and the Libyan government as well as large
reputable international companies. Notable cases include Legal Counsel
to the Coastal States Company in the lawsuit filed by Bunker Hunt vs.
Coastal States Co., in Houston, Texas, 1979-1983. Mr Mayet is currently
the Legal Consultant for the American Embassy in Libya, Member of the
Tripoli Planning Commission and is also the Chairman of the Legal
Committee at the Libyan Businessmen Council.
Darren Davis, Managing Director, Head of Resources & Energy Group, MENA, HSBC Bank Middle East Limited
Based in Dubai, Darren is the Head of Resources & Energy Group for the Middle East & North Africa region. The Resources & Energy Group is HSBC’s investment banking team, covering the oil & gas, power & utilities, mining & metals sectors and advises clients in respect of mergers & acquisitions, capital raising, and the financing of major projects.
Darren has been based in the Middle East since 1999, first in Saudi Arabia and since 2004 in Dubai, and has focused primarily on the oil, gas and petrochemicals sectors.
He has worked with most of the major oil and gas companies in the Middle East on a variety of advisory assignments, including both privately held corporates and national oil companies, on a variety of advisory assignments on upstream oil & gas, refining, petrochemicals, and power related transactions.
Fituri Ibrahim Elhag, Exploration Manager, NOC Libya
Mr Fituri Ibrahim Elhaj graduated in 1980 from Lamar University, Texas, with BSc in Geology.
His career started with Occidental of Libya and Zueitina Oil Company where he progressed from Junior Geologist to Exploration Manager. During his time at the organisation he held the positon of Geological Coordinator and Chief Geologist.
In 2003 Mr Fituri seconded to NOC as a member of the African New Ventures Team, responsible for evaluation of upstream investment opportunities in the African continent.
Mr Fituri has been working with NOC Libya since 2005, he holds the current position of Exploration Manager.
Antonino Macri Pellizzeri, Executive Vice President Chief Business Officer, Technip
Mr Antonino Macrì Pellizzeri has been in his current position since the year 2005.
After graduation in chemical engineering in 1971 at the University of Rome, Mr Macrì Pellizzeri worked for 4 years in the R&D department of SIR., a leading petrochemical company in Italy at that time. At the same time he started his collaboration with
university of Rome in the domain of research and lecturing, lasted up to the year 1980.
From 1975 up to 1997 he worked in CTIP, the oldest Italian engineering company, covering different positions in the process department, in the project management and in the commercial field.
Finally he joined Technip Italy as responsible of the Africa onshore business unit up to year 2005.
Hugh McDowell, General Manager, BP

After graduating from University in 1971, Hugh McDowell commenced an
international career as a geoscientist. After working with a seismic
contractor on projects throughout the world, he joined Amoco
International as an exploration geoscientist in Houston in 1980.
Since then, Mr McDowell has worked around the world for Amoco and for
BP, including assignments as Chief Geophysicist in Indonesia and with
GUPCO in Egypt. In the US, he was greatly involved in Worldwide New
Ventures and in the mid ‘90s headed up Amoco’s Regional Projects. At
the time of the BP Amoco merger in 1999, he was responsible for the
Acambuco oil and gas fields in Argentina. In 2000, Mr McDowell took on
responsibility for BP’s exploration activities in Azerbaijan, Georgia
and Turkey and in 2006, was made General Manager of BP Georgia
responsible for strategic regional pipelines including BTC and SCP.
In 2008, Mr McDowell was appointed BP Exploration Libya’s President and General Manager, based in Tripoli.
Alastair Milne, General Manager, Shell Exploration & Production Libya GmbH
Alastair Milne was appointed General Manager and Exploration Manager of Shell Libya in late 2009, and is based in Tripoli. He joined Shell in 1990 and worked as a regional geologist first in The Hague and then in Diyarbakir, Turkey. After working as seismic
interpreter for PDO in Muscat, Oman he then spent 3 years as Portfolio Manager for Shell Gas and Power in London. He moved back to exploration working for NAM in Assen, becoming Exploration Manager in 2003. Before moving to Tripoli in 2009, Alastair spent 3 years working in Shell’s central office in the Netherlands first on technology strategy, and then on the global exploration strategy.
Alastair has a MA from Cambridge University and a PhD from the Open University obtained while working for the British Antarctic Survey.
Kamel Bannaceur, Chief Economist, Schlumberger
Kamel Bennaceur, is the Schlumberger Chief Economist, based in Paris, responsible for developing the company strategic and macro-economic outlook. He also leads programmes in sustainable energy and oil and gas supply and demand.
Kamel has over 29 year’s worldwide experience in the energy sector, starting in 1980 with R&D project and program management in the oil and gas sector in France, USA and United Kingdom. He then managed operations in Africa, Latin America and the Middle East. He was appointed as Worldwide Marketing Manager for Schlumberger Well Services in Houston in 1999, before managing the technology group with the Schlumberger Integrated Project Management business line in London in 2001. In 2003, he started the Schlumberger CO2 group, which became a new business segment. In 2006, he was seconded to the International Energy Agency (IEA) in Paris, where he was responsible for sector-wide energy perspectives at different time frames. He was one of the lead authors of the World Energy Outlook in 2007 and 2008, and of the 2008 Energy Technology Perspectives.
Dr Kamel Bennaceur serves on the Society of Petroleum Engineers Board of Directors, as well as several energy-related organisations. In 2006, he received the SPE Distinguished Member Award, and he was appointed Distinguished Lecturer for the Society on energy perspectives and carbon management. He has coauthored seven books and more than 120 technical papers. He is a frequent keynote speaker and panel chair at major energy events, and has served as conference chairman for industry events around the world.
He is a graduate from the Ecole Polytechnique in France, and Ecole Normale Superieure (Paris) with an Aggregation of Mathematics.
Gro Gunleiksrud Haatvedt, Vice President, Statoil
Gro Haatvedt started her career in Hydro in 1984 first in Exploration Norway. Later she held different positions mainly within the petroleum division of the company in Norway but also internationally. Since 2008 Gro has been the Country Manager for Statoil Libya. She is a graduate from University of Oslo in Norway and holds a Masters degree in Applied Geophysics.
Richard Siereveld, Business Development Manager, Honeywell
Mr Richard Siereveld took an Electrical and Electronic Engineering BSc Degree in 1994 then joined the system-independent Industrial IT and system integration company Process Management & Control, a subsidiary of the Stork group. Richard was closely
involved in the automation of the fuel supply at Schiphol airport.
In 2001, Richard joined ABB. He worked for ABB’s terminal automation group, providing worldwide total solutions with equipment, automation systems, software and services for transportation and distribution to manage the movement of petroleum and chemical products through pipelines, tankers and terminals; eliminate losses; and meet strict government regulations.
In 2005, Richard joined Enraf, the leading supplier of instruments, systems, solutions and services for bulk storage facilities and related operations. Within Enraf he is responsible for providing solutions dedicated to terminals leveraging from Enraf ‘s 50 year plus experience of supplying solutions with the world’s most highly ranked precision instrumentation and software systems for bulk storage operations. It was his job to serve the oil and gas terminal industry with solutions, which are the benchmark for other vendors, to run their terminal productively and profitably using the latest technology.
Currently Richard is heading Honeywell’s oil and gas storage and distribution business in Europe, Middle East and Africa providing fully integrated solutions that maximises safety, reliability and efficiency. Richard is also one of the Dutch delegates in the ISO 67 WG10 workgroup task group 5, who is developing standards for LNG installations and equipment: conception, construction and operation of LNG tanks.
Suehiro Yoshifumi, Deputy Director, JOGMEC
Mr Yoshifumi Suehiro is currently the Deputy Director of the Research project team on emerging gas technologies in the Technology Research & Development at Japan Oil, Gas and Metals National Corporation (JOGMEC).
Mr Yoshifumi joined JOGMEC (formerly JNOC) in 1977 and was originally involved in gas utilization technologies such as, GTL and NGH. In 1999 he seconded to JAPEX (Japan Petroleum Exploration Co. Ltd) as a production engineer and worked in domestic oil and gas fields. In 2002 he became responsible for the Yufutsu GTL pilot plant project as the chief researcher before shortly after this he made the
move to his current role as JOGMEC.
Mr Yoshifumi holds BSc and MSc degrees in Mechanical Engineering (applied thermodynamics) from Keio University, Japan. He earned
his PhD with Fischer-Tropsch technology in Chemical and Environmental Engineering from the University of Kitakyushu, Japan, in 2009.
Manuel Ferreira de Oliveira, President & CEO, Galp Energia
Manuel Ferreira De Oliveira graduated in Engineering at the University
of Oporto in 1971, a Masters from the University of Manchester, a PhD
from the University of Manchester and a “Professor Agregado” from the
University of Oporto where he was appointed “Professor Catedrático” in
1979.
He has been the CEO of Galp Energia, SGPS, SA since January 2007, and
is also Chairman of Fundação Galp Energia since 2009. Before then he
was Executive Director and COO of Galp Energia, SGPS, SA from April
2006 until January 2007 and CEO of Galp Exploração e Produção; Petrogal
– Petróleos de Portugal; GDP – Gás de Portugal; Galp Power and Galp
Energia, S.A since April 2006.
His other appointments include:
Vice-President of the General Council of Porto University, Member of
the General Council of the Oporto Business School from 2001 to 2009,
Chairman of the Board and CEO of UNICER – Bebidas de Portugal, SGPS, SA
from 2000 till April 2006, and in 2006 he was honoured with the Order
of Merit (Grã-Cruz) by the President of the Republic of Portugal.
Peter Mellbye, Executive Vice President, International Exploration & Production, Statoil

Peter
Mellbye is the Executive Vice President for International Exploration
& Production in Statoil. He took up this position in Statoil in
August 2004, and has the same role in Statoil following the merger on 1
October 2007 and from 1 November 2009 in Statoil. Mr Mellbye was
previously Executive Vice President for Statoil’s Natural Gas business
area, and has been a member of the corporate executive committee since
1992.
Mr Mellbye worked for the Ministry of Trade from 1975-1979 before
joining the Norwegian Trade Council. He came to Statoil in 1982,
initially as Vice President for gas marketing for eight years, and
subsequently spent two years as Senior Vice President for natural gas.
In the corporate executive committee Mr Mellbye has previously been
responsible for natural gas, industrial development, retail, and
shipping and maritime services.
He is a director of the Energy Policy Foundation of Norway (EPF) and
has an MSc in political science from the University of Oslo.
Simon Cattle, Head of Supply & Trading, BP
Currently responsible for BP’s European Gas and Global LNG trading division, Simon is a graduate from Durham University with over 25 years of experience in commercial and trading roles in BP’s operations in the UK, North America, the Netherlands and Russia. In 1998 Simon was seconded to OJSC Sidanco in Moscow as Commercial Director of Refining, Supply and Exports. Upon his return from Russia in 2000 Simon led the development of BP’s LNG Supply, Shipping and Trading business in London.
John Fahy, Managing Director, ERAS Consulting Ltd
John Fahy is an economist by training and the Managing Director of ERAS energy consultants who developed the emPower energy modelling platform. He has over 20 years’ experience in the energy sectors as an investment banker, analyst, project director, industry consultant and public policy advisor. He specialises in are market deregulation, investment strategy, financial modelling, contract pricing and asset valuation. He has undertaken numerous gas and power projects worldwide for all of the major oil, gas & power companies.
Dr Friedrich Oschmann, Vice President Business Development LNG, North Africa, E.ON Ruhrgas AG

With over 10 years of experience in the energy industry, Friedrich
Oschmann is currently a Vice-President Business Development LNG North
Africa and leads E.ON Ruhrgas´ project team in Equatorial Guinea.
Before joining the LNG division of the company in late 2006 he has held
positions in the Corporate Office and Legal Department of E.ON AG.
Friedrich started his career at European Investment Bank (EIB) and
Morgan Stanley in Debt Capital Markets.
Friedrich holds a law degree and a Ph.D. in Law from the University of Muenster/Germany.
Kate Dourian, Middle East Editor, Platts
Kate Dourian started her career as a journalist in 1980 and has traveled extensively since then covering major events, both political and economic for both print and broadcast media.
Kate jointed the Associated Press in Beirut in 1980 as a correspondent. After three years, covering mainly the war in Lebanon, the assassination of Anwar Sadat in Egypt and the Israeli invasion of Lebanon, Kate moved to Reuters, where she spent 17 years working first as a correspondent in Beirut then on assignments in Cairo, London and finally in Morocco, where she was the first bureau chief. After a few stints on the energy desk in London, she moved to the World Desk as a chief editor before leaving in 2000.
During that time, Kate traveled with Mother Theresa, interviewed leaders such as Muammar al-Gaddafi and Yasser Arafat and pop stars like Elton John. She covered the civil war in Lebanon, when both her home and her car were bombed, and a series of airplane hijackings.
She left Reuters in 2000 and joined Platts, energy information division of the McGraw-Hill Companies, as Middle East editor covering energy developments throughout the Gulf and North Africa. Has been published widely on energy matters in recent years and is a regular commentator on radio and television on energy matters. These include regular appearances on BBC television and radio, CNN, Al-Arabiya and CNBC.
Aman Amanpour, Managing Director, Amanpour Consult
Aman Amanpour is currently based in Dubai, and is the General Manager of New Business in Shell Upstream (Exploration & Production, Gas & Power) for Middle East and South Asia region. He is responsible for creating and developing new business
opportunities and partnerships. Aman, with a distinguished career of around 30 years, has attained deep and broad expertise, experience and networks across the regions and in different sectors of the whole hydrocarbon value chain. He is a recognised expert and leader in the chemicals industry and can claim many success stories in areas of major new investments, asset development, new business, joint venture set up/management, leadership of global marketing and sales, contributions to the industry associations with several publications and many speeches.
Before moving to Dubai in early 1998, Aman had been living and working in Europe for almost 16 years. He has been acting within Shell chemicals companies in different roles, the last one being the Business and Key Account Manager for Higher Olefins and derivatives, for Europe.
Having worked for 22 years within Shell, Aman Amanpour had started his career with Procter & Gamble Company where he had been acting there in different roles such as technical, project, production, brand and plant manager.
He is a German citizen born in Iran, and holds a Masters degree in Chemical Engineering as well as in Computer Aided Engineering.
He has also completed several business, management and leadership programmes and is fluent in several languages.
Dr Jamal Hawisa, Head of Projects & Maintainance, NOC Libya
Dr Jamal Hawisa is the Project and Maintenance Department Manager at the National Oil Corporation Libya. He is a member of the Board for Taknia Libya (an NOC-owned engineering company), the Chairman of the Management Committee of Petrocanda Libya currently executing an EPSA agreement in Libya. He is also the Chairman of Management Committee for Mellitah Oil & Gas Company.
Dr Hawisa joined Agip Oil in 1992 where he was appointed in the Process section of the Operation Division. In 1996 he was selected by NOC to be a member of the Offshore Group Technical Team (OGTT) based in Milano (Italy) to supervise the conceptual engineering activities and preparation of the final development plan for the Western Libya Gas Project (WLGP). He was then appointed as a Lead Engineer for the project team based in contractor premises in Paris for the basic and front-end engineering design for the topside activities for the Sabratha offshore platform.
He was assigned in 2002 as the Deputy Project Manager for Sabratha Platform. In 2004 he was appointed as the Engineering Manager of Eni based in Tripoli. In 2006, he moved to NOC where he was later appointed as the Manager of Projects & Maintenance Department supervising related activities in the upstream oil and gas sector in Libya.
Dr Hawisa holds a BSc in Mechanical and Aerospace Engineering from Oklahoma State University (USA, 1985) and a MSc and a PhD of Philosophy degree in Mechanical Engineering from the University of Arkansas (USA, 1991). His academic interest includes all areas of thermofluid sciences with special emphasis on computational fluid dynamics.
Fuad Krekshi, Deputy General Manager, Petro-Canada
Fuad Krekshi is the Deputy General Manager of Petro-Canada Companies in Libya. He joined Petro-Canada in 2007 as a senior Director for North Africa and Near East, based in London.
Before joining Petro-Canada Mr Krekshi worked for Eni and was responsible for the successful Western Libya Gas Project, a mega Gas development project which is feeding Italy with 10 BSCM/yr of Libyan natural gas through a pipeline across the Mediterranean sea.
Mr Krekshi is a veteran of NOC with over three decades of experience in the oil and gas sector. He participated in producing the first national gas master plan and was a member of NOC’s negotiation committee for the EPSA 3. He served as Libyan representative in the Gas Exporting Countries Forum (2003-2007) and a Member of the Gas Negotiation Committee of the NOC (2002-2007). He is also a Member of the Board of Directors of the Tamoil Group.
Mr Krekshi holds BSc degree in Petroleum Engineering from the University of Wyoming, USA, in 1975.
Abdusalam Y Hussein, Breda LNG Rejuvination Project Manager, Sirte Oil
Mr Abdusalam has 35 years of experience in the oil and gas industry, and currently holds the position of Project Manager for the Brega LNG Rejuvenation Project which is part of the LNG development agreement that was signed between National Oil
Corporation and Shell in May 2005. Before joining the LNG Project Mr Hussein was the Deputy Project Manager for the largest gas field development project within Sirte Oil Company which is NOC subsidiary company.
During the year’s, 1975 to 2000, Mr Hussein has undertaken numerous power generation and distributions projects within the Sirte Oil Company organisations as well as he assumed various positions in both operations and maintenance departments.
Ahmed M Elghaber, Senior Advisor to Management Committee & OPEC Governor, NOC Libya
Mr Ahmed Elghaber is currently the Senior Advisor to the Management Committee. He is responsible for preparing and providing advice on consultation and strategy issues to the Chairman of the Board in the areas of; oil and gas, downstream activities, monetising
projects and evaluating projects to facilitate, with the overall aim to achieve the Boards objectives and improve results. He also head up the negotiating committee involved in discussions with IOCs, JV companies and investors.
Mr Elghaber is also represents Libya as a Governor for OPEC, in 2010 he was appointed Chairman of the Board of Governors.
He holds a BSc in Petroleum Engineering from the University of Tripoli in 1977.
Assma Gosaibat, TEPL HR & Administration Manager, TOTAL Libya
Assma Gosaibat, graduated from Al-Fatah university and started her career in TOTAL E&P Libya in 2001.
She has worked with TOTAL on international assignments mainly focusing on Human Resources Development and Management,
notably in France and Yemen.
Ms Gosaibat was assigned to the Yemen LNG Project as Deputy Training Manager from 2005 until 2008 and has recently returned
to Libya as Human Resources Manager.
Angelo Madera, HSE & Sustainability Manager - North Africa, Eni Libya

Angelo
Madera has been the HSE and Sustainability Manager of Eni North Africa
(Libya) since 2007. He has contributed to structure and give
consistency to the company HSE Integrated Management System which, in
2008, obtained ISO 140001 and OHSAS 180001 certifications. He also
manages and supervises the consistent company's social investment
program for the country, which covers areas of fundamental importance
for the wellbeing of local communities, such as health, training and
education, environment and preservation of national cultural heritage.
He graduated in Medicine, specialising in Infectious Diseases and over
the past decades has gained a significant experience in the
Occupational Medicine sector. He has worked in several countries such
as Tanzania, Congo and Libya. Angelo also directed the International
Medical Service Unit of Eni E&P division, Italy, inaugurating the
implementation of Health Management System for the company Business
Units.
Angelo Madera has authored more than 30 publications and is University
Lecturer at the Occupational Health Department of the Tor Vergata
University in Rome.

Domenico Dispenza, Chief Operating Officer, Eni SpA Gas & Power Division
Domenico Dispenza was born in Trieste in 1946. He has a degree in Aeronautical Engineering from the Politecnico di Milano and in 1973 he completed a Master’s degree in Advanced Technology at Sogesta in Urbino.
He has been Chief Operating Officer of Eni’s Gas & Power Division since Januray 2006.
In 1974 at the Study Department of SNAM SpA., in 1977 he became head of Systems Analysis and from 1980 to 1991 he was Chief Negotiator for Gas Sales and Purchase Agreement.

Alvaro Racero, Regional Executive Director - Europe, Asia & Africa, Repsol
Dr Alvaro Racero graduated from the University of Madrid with a PhD in Mining Engineering in 1984.
He started his professional career in the oil industry in 1985 as operations geophysicist with Prakla-Seismos. In 1986 he joined Shell International E&P, where he worked in several locations in Europe, Latin America and Far East.
Alvaro joined Repsol YPF in Madrid at the end of 2001. In April 2003, he was appointed Director of Exploration and Development for the Caribbean Region, based in Houston. In January 2004 he was appointed Director of the then created North America Business Unit.
In October 2006 he was appointed Executive Regional Director for Upstream activities in Europe, Asia and Africa. He is a member of the Repsol YPF Upstream and Growth & Strategy Committees and an active member of several professional associations.
